27.1 Adoption:
This Constitution and Bylaws are officially adopted by the Founding Managing Committee of Keelakarai Pigeon Racing Federation (KPRF) on the date recorded by the Federation.
This document shall serve as the supreme governing document of KPRF and shall apply to all members, office bearers, committee members, race officials, participants, handlers, loft owners, and persons associated with KPRF activities.
All previous informal practices, oral understandings, unofficial customs, or conflicting internal arrangements shall stand superseded to the extent they are inconsistent with this Constitution and Bylaws.

27.2 Final Undertaking by Members:
By applying for, accepting, renewing, retaining, or continuing membership in Keelakarai Pigeon Racing Federation (KPRF), every member explicitly, irrevocably, and unconditionally agrees to follow all rules, terms, conditions, duties, restrictions, race procedures, disciplinary rules, and official decisions contained in this Constitution and Bylaws.
Every member further agrees to respect:
- The authority of the KPRF Leadership / Supreme Authority
- The decisions of the Managing Committee
- The race rules and result procedures of KPRF
- The discipline and integrity standards of the Federation
- The welfare and ethical treatment of racing pigeons
- The official communication channels and internal dispute process
- The intellectual property, records, name, logo, and reputation of KPRF
27.3 Acceptance of Discipline & Integrity Rules:
It is mandatory for every member and participant to follow the Discipline, Integrity, Anti-Fraud, Anti-Doping, Ring Rules, Race Rules, Communication Rules, and Pigeon Welfare Rules of KPRF.
Failure to comply may result in severe disciplinary action, including but not limited to:
- Warning or written apology
- Fine or penalty
- Race disqualification
- Cancellation of points
- Forfeiture of prizes, certificates, trophies, medals, and titles
- Suspension from races or Federation activities
- Cancellation of membership privileges
- Permanent expulsion from KPRF
- Legal action where necessary
27.4 Voluntary Membership:
Membership in KPRF is voluntary and is a privilege, not a right.
- Those who accept and respect these rules are welcome to join and continue as respected members of KPRF.
- Those who do not agree with these rules, discipline, authority, race procedures, or Federation principles are respectfully advised not to join or participate in KPRF activities.
- No member shall later claim ignorance of the rules after joining, participating, entering pigeons, or receiving benefits from KPRF.
27.5 Binding Effect:
This Constitution and Bylaws shall be binding on all present and future members of KPRF.
Participation in any KPRF race, training toss, open race, club race, long-distance race, meeting, event, prize distribution, or official activity shall be treated as acceptance of this Constitution and Bylaws.
No member, participant, sponsor, guest, or outside person shall claim any right, prize, title, refund, membership benefit, or official recognition contrary to this Constitution and the final decisions of KPRF.

27.6 Official Motto:
KPRF shall continue to uphold its official motto:
Every Flight Breaks Limits. Every Return Writes History.
