ARTICLE 7: FINANCE & ACCOUNTS

7.1 Federation Funds:
KPRF shall manage its funds with honesty, transparency, discipline, and accountability.

The Federation may operate financially through:
  • Voluntary donations
  • Race entry fees
  • Training toss fees
  • Sponsorships
  • Prize contributions
  • Special race contributions
  • Event collections
  • Any other lawful source approved by the KPRF Leadership / Managing Committee
KPRF may or may not levy compulsory membership subscriptions, annual fees, or monthly fees. Such fees, if introduced, shall be decided only by the KPRF Leadership / Managing Committee.

All official monetary contributions should preferably be deposited directly into the official KPRF bank account or collected through an authorized payment method approved by the Committee.

Cash payments to unauthorized individuals are strictly prohibited.

7.2 Race Entry Fees:
  • Race entry fees shall be decided solely by the KPRF Managing Committee based on operational requirements including transport, liberation expenses, basket charges, seals, documentation, communication, race management, officials, prize arrangements, and other race-related costs.
  • Once officially announced, the entry fee shall be treated as fixed for that race unless the Committee announces a revision.
  • No member or participant shall individually negotiate, reduce, delay, or dispute officially announced race fees after the final announcement.
  • All race entry fees must be paid within the deadline announced by KPRF. Late payment may result in rejection of entries, penalty, or disqualification from the race.
  • Entry fees are generally non-refundable once accepted, except where the KPRF Managing Committee specifically decides otherwise in writing.
  • Withdrawal of pigeons, member disqualification, failure to attend basketing, incorrect entry submission, or personal reasons shall not automatically create any right to refund.

7.3 Use of Funds:
All KPRF funds shall be used only for Federation purposes, including but not limited to:
  • Race transport and liberation expenses
  • Race baskets, crates, seals, clocks, ETS systems, and equipment
  • Prizes, cups, trophies, certificates, and medals
  • Website, forum, digital records, announcements, and printing
  • Meeting, event, and prize distribution expenses
  • Legal, registration, documentation, and administrative expenses
  • Pigeon welfare, safety, and emergency race arrangements
  • Any other purpose approved by the KPRF Leadership / Managing Committee
No member shall claim personal ownership over KPRF funds, collections, race fees, donations, sponsorships, or assets.

7.4 Federation Assets & Equipment:
All assets purchased, donated, sponsored, or received in the name of KPRF shall be the property of the Federation.

Such assets may include:
  • Timing clocks
  • ETS systems
  • Race baskets and crates
  • Seals and race materials
  • Computers, printers, files, records, and documents
  • Trophies, cups, medals, and certificates
  • Website, forum, domain, logo, data, photographs, videos, and digital records
  • Any other property used for KPRF activities
Members or officials borrowing or handling KPRF equipment shall be fully responsible for its safety, proper use, and timely return.

Any loss, misuse, damage, theft, or delay in returning Federation property must be reported immediately and may require compensation at full repair cost, replacement cost, or current market value as decided by the Committee.

7.5 Financial Controls:
  • The Treasurer shall maintain proper records of all receipts, payments, collections, race fees, donations, sponsorships, expenses, prizes, and balances.
  • Receipts may be issued physically or digitally for official transactions wherever practical.
  • Major expenses above the limit fixed by the Committee should preferably be made through bank transfer, cheque, UPI, or other traceable payment method.
  • Important payments may require approval from the Permanent President, Founder, Treasurer, or authorized Committee Members as decided by KPRF.
  • The Treasurer shall present a clear financial summary at the AGM or whenever requested by the KPRF Leadership / Managing Committee.
  • Detailed records may be reviewed by authorized members only under the supervision of the Treasurer, Secretary, or Committee.
  • No member shall demand unrestricted access to bank accounts, private donor details, confidential financial records, or sensitive documents unless approved by the Committee.

7.6 Donations & Sponsorships:
KPRF may accept donations, sponsorships, prize sponsorships, event sponsorships, race sponsorships, equipment sponsorships, or other lawful support from members, well-wishers, businesses, organizations, or pigeon racing supporters.

Acceptance of any donation or sponsorship shall be subject to approval by the KPRF Leadership / Managing Committee.

No sponsor, donor, or contributor shall gain automatic control over KPRF decisions, race results, committee matters, membership decisions, or disciplinary matters.

KPRF may publicly acknowledge sponsors and donors unless confidentiality is requested or unless the Committee decides otherwise.

7.7 Fines & Penalties:
The KPRF Managing Committee may impose reasonable fines or penalties for violations including:
  • Late payment of race fees or dues
  • Damage to KPRF property
  • Misuse of race equipment
  • Failure to return baskets, clocks, seals, or other materials
  • Minor misconduct
  • Breach of race protocol
  • Disrespect toward officials or members
  • Violation of meeting, basketing, or result procedures
All fines and penalties shall be credited to KPRF funds and shall be non-refundable.

Persistent non-payment of fines, dues, or penalties shall be treated as a disciplinary matter and may lead to suspension, race disqualification, cancellation of membership privileges, or expulsion.

7.8 No Personal Liability for Approved Expenses:
No office bearer or member shall personally benefit from KPRF funds except for reimbursement of approved expenses incurred for official Federation work.

Any reimbursement must be supported by bills, receipts, written approval, digital proof, or reasonable explanation accepted by the Committee.

Unauthorized personal use of KPRF funds, false bills, inflated expenses, hidden collections, or financial misuse shall be treated as a serious offence.

7.9 Financial Transparency & Integrity:
KPRF shall maintain financial discipline and transparency while protecting confidential records and sensitive information.

All members are expected to trust the official financial process and raise any genuine financial concern only through proper written communication to the Treasurer, Secretary, Founder, Permanent President, or Managing Committee.

False allegations, public accusations, misleading financial statements, or attempts to damage the reputation of KPRF without proof shall be treated as misconduct.
