ARTICLE 19: RESIGNATION, RE-ADMISSION & VACANCIES

19.1 Resignation:
Any KPRF member who wishes to resign from the Federation must submit a written resignation letter or digital written request to the Secretary / Managing Committee.

The resignation shall become effective only after it is accepted by the KPRF Leadership / Managing Committee.

Before acceptance of resignation, the member must:
  • Settle all pending dues, race fees, fines, penalties, or financial obligations
  • Return all KPRF property, baskets, clocks, seals, documents, identity cards, records, or equipment in good condition
  • Clear any pending disciplinary matter, race dispute, financial issue, or prize return obligation
  • Submit any required explanation if the resignation is connected with misconduct, dual membership, or dispute
Upon acceptance of resignation, all membership rights, race privileges, committee privileges, voting rights if any, and official participation rights shall cease immediately.

A resigned member shall not use the KPRF name, logo, membership identity, official position, or Federation status after resignation.

19.2 Effect of Resignation:
Resignation shall not cancel or erase any liability, pending dues, disciplinary action, financial obligation, prize return duty, or legal responsibility that arose before the resignation.

KPRF may continue any inquiry, disciplinary proceeding, recovery action, or correction of records even after a member resigns, if the matter relates to past conduct during membership or race participation.

A member cannot use resignation to avoid punishment, recovery, inquiry, or responsibility for misconduct.

19.3 Re-Admission:
Re-admission of resigned, inactive, removed, or expelled members shall be governed by Clause 3.10 of this Constitution.

A member who resigns, becomes inactive, or is expelled may apply for re-admission only after the prescribed cooling-off period, unless special permission is granted by the KPRF Leadership / Supreme Authority.

Re-admission is not a right and is not guaranteed.

The KPRF Leadership / Managing Committee may accept, reject, delay, or impose conditions on re-admission based on the applicant’s previous conduct, loyalty, discipline, financial record, race record, and attitude toward the Federation.

A re-admitted member shall normally be treated as a new member. Previous seniority, rights, privileges, committee position, points, titles, or special status shall not be automatically restored.

19.4 Inactive Members:
A member may be marked inactive if the member:
  • Fails to participate in Federation activities for a long period
  • Fails to pay dues, fees, fines, or penalties
  • Fails to respond to official communication
  • Leaves official communication groups without notice
  • Fails to update contact details
  • Violates membership requirements
  • Acts against the interest, unity, or discipline of KPRF
Inactive status may result in suspension of race privileges, communication privileges, membership benefits, or participation rights until the matter is reviewed by the Managing Committee.

Reactivation of inactive membership shall require approval from the KPRF Leadership / Managing Committee.

19.5 Vacancies in the Managing Committee:
Any vacancy in the Managing Committee, Executive Committee, office bearer position, race official position, or coordinator role caused by resignation, removal, death, incapacity, inactivity, misconduct, or any other reason may be filled by appointment by the KPRF Leadership / Supreme Authority.

The Permanent President and Founder shall have authority to appoint, replace, remove, restructure, or reassign committee roles according to the needs of the Federation.

No vacancy shall affect the validity of decisions, race schedules, results, financial decisions, disciplinary action, or official administration of KPRF.

19.6 Removal from Committee Position:
Any committee member, office bearer, race official, or coordinator may be removed from position if found unsuitable due to:
  • Misconduct
  • Negligence
  • Abuse of authority
  • Financial irregularity
  • Leakage of confidential information
  • Bias or favouritism
  • Failure to perform duties
  • Disrespect toward Leadership or members
  • Groupism or conduct damaging to KPRF unity
  • Any act against the Constitution, Bylaws, or Federation interest
Removal from a committee position does not automatically cancel ordinary membership unless the KPRF Leadership / Managing Committee also decides disciplinary action against membership.

19.7 Continuity of Federation:
The resignation, removal, inactivity, death, or vacancy of any member, committee member, official, or participant shall not affect the continuity, identity, authority, records, rights, property, or functioning of KPRF.

KPRF shall continue to operate under the authority of the Permanent President, Founder, Managing Committee, and this Constitution.

19.8 Final Authority:
The KPRF Leadership / Managing Committee shall have final authority on resignation acceptance, inactive status, re-admission, committee vacancies, appointments, removals, and restoration of membership privileges.

All decisions under this Article shall be final and binding, subject to this Constitution and the prevailing laws of India.
