ARTICLE 20: FINANCING, SPONSORSHIP & BORROWING

20.1 Financing of the Federation:
KPRF may raise and manage funds only for lawful and official Federation purposes.

Federation funds may be generated through:
  • Race entry fees
  • Training toss fees
  • Voluntary donations
  • Member contributions
  • Sponsorships
  • Prize sponsorships
  • Event collections
  • Special race contributions
  • Sale of official KPRF materials, where approved
  • Any other lawful source approved by the KPRF Leadership / Managing Committee
All funds received in the name of KPRF shall be used only for the benefit, development, administration, race management, pigeon welfare, and long-term sustainability of the Federation.

20.2 Borrowing:
KPRF may borrow funds only for legitimate Federation purposes and only with the written approval of the KPRF Leadership / Supreme Authority.

Borrowing may be considered only for necessary purposes such as:
  • Race transport arrangements
  • Purchase of race baskets, crates, clocks, ETS systems, or equipment
  • Website, forum, or digital infrastructure
  • Prize distribution arrangements
  • Emergency race expenses
  • Federation registration, legal, or administrative expenses
  • Any other purpose approved by the Managing Committee
All borrowings must be properly recorded in the financial records of KPRF, including the lender’s name, amount, date, purpose, repayment terms, and approval details.

No member, committee member, or official shall borrow money in the name of KPRF without proper written authorization.

20.3 Sponsorship & External Funding:
KPRF may accept sponsorships, donations, prize contributions, event support, equipment sponsorships, or external funding from members, well-wishers, businesses, organizations, or supporters of pigeon racing.

All sponsorships and external funding must be approved by the KPRF Leadership / Managing Committee.

Sponsorship funds should preferably be deposited into the official KPRF bank account or received through an authorized payment method approved by the Committee.

Sponsorship arrangements should be documented wherever practical, including:
  • Sponsor name
  • Sponsorship amount or support details
  • Purpose of sponsorship
  • Race or event supported
  • Public recognition terms, if any
  • Date of receipt
  • Approval details

20.4 Sponsor Limitations:
No sponsor, donor, contributor, or external supporter shall have the right to influence:
  • Race results
  • Race liberation decisions
  • Member eligibility
  • Committee decisions
  • Disciplinary matters
  • Prize eligibility
  • Points calculation
  • Club Championship decisions
  • Open race result decisions
  • Federation policies
  • Appointment or removal of officials
Sponsorship shall not create ownership, control, voting rights, administrative power, or decision-making authority over KPRF.

The integrity and independence of KPRF shall never be compromised for sponsorship or financial support.

20.5 Use of Sponsorship Funds:
Sponsorship funds shall be used only for the purpose approved by the KPRF Leadership / Managing Committee.

Such purposes may include:
  • Race prizes
  • Cups, trophies, medals, and certificates
  • Prize distribution function
  • Race transport expenses
  • Long-distance race support
  • Pigeon welfare and safety arrangements
  • Website, forum, and record maintenance
  • Federation development
  • Equipment purchase
  • Any other approved KPRF activity
If a sponsorship is given for a specific race or purpose, KPRF shall make reasonable efforts to use it for that purpose unless practical circumstances require adjustment.

20.6 Surplus Funds:
Any surplus funds remaining at the end of a financial year, racing season, event, or race series shall remain the property of KPRF.

Surplus funds may be used for:
  • Federation development
  • Purchase of new race equipment
  • Maintenance of baskets, clocks, ETS systems, and other assets
  • Website and forum development
  • Future race expenses
  • Prize distribution programs
  • Member welfare or pigeon welfare initiatives
  • Emergency reserve fund
  • Administrative and legal expenses
  • Long-term sustainability of KPRF
No member shall claim personal refund, share, dividend, ownership, or distribution from surplus Federation funds.

20.7 Financial Approval & Recording:
All major financial decisions, borrowing, sponsorship acceptance, surplus utilization, and approved expenditures shall be recorded by the Treasurer / Secretary / Managing Committee.

Records may be maintained in physical register, digital spreadsheet, receipt book, bank statement, PDF, forum record, or any approved format.

Financial records shall be subject to review, audit, or verification as provided under Articles 7 and 8.

20.8 Unauthorized Collection Prohibited:
No member, former member, committee member, race participant, or outside person shall collect money, sponsorship, donation, race fee, or contribution in the name of KPRF without written or official authorization.

Any unauthorized collection using the KPRF name, logo, race name, website, or federation identity shall be treated as serious misconduct and may lead to disciplinary action, recovery, public notice, or legal action.

20.9 Final Authority on Financing:
The KPRF Leadership / Managing Committee shall have final authority over all matters relating to financing, borrowing, sponsorship, donations, surplus funds, expenditure approval, and financial planning.

All members and participants shall respect the financial decisions of KPRF when made for the benefit, development, and sustainability of the Federation.
