21.1 Primary Resolution:
All disputes between members, or between a member and KPRF, shall first be attempted to be resolved internally and amicably through the proper Federation procedure.
The first stage of resolution shall be through:
- Direct written complaint to the Secretary / Managing Committee
- Review by the Managing Committee
- Discussion with the concerned parties
- Guidance from the Permanent President and Founder
- Any practical settlement method approved by KPRF

21.2 Types of Disputes Covered:
This Article may apply to disputes relating to:
- Membership issues
- Race entries
- Race results
- Points and prizes
- Ring disputes
- Loft or distance disputes
- Financial dues or payments
- Committee decisions
- Disciplinary matters
- Communication misconduct
- Federation property or records
- Any other matter connected with KPRF activities

21.3 Internal Review Period:
The Managing Committee shall make reasonable efforts to review and resolve genuine disputes within thirty (30) days from the date of receiving a proper written complaint.
If the matter is urgent, race-related, or connected with pigeon welfare, the KPRF Leadership / Managing Committee may act immediately.
If more time is required due to complexity, evidence verification, witness statements, result checking, financial review, or legal advice, the Committee may extend the review period.

21.4 Arbitration / Review Panel:
If a dispute remains unresolved after internal review, the KPRF Leadership / Managing Committee may refer the matter to an Arbitration / Review Panel.
The panel may consist of three persons:
- One person appointed by the KPRF Leadership / Managing Committee
- One person nominated by the complainant or concerned member, subject to KPRF approval
- One neutral Chairman or senior respected person agreed upon by both sides, or appointed by the KPRF Leadership if agreement is not possible

21.5 Procedure of Arbitration / Review:
The Arbitration / Review Panel shall follow a fair and practical procedure.
The process may include:
- Receiving written complaint and reply
- Reviewing documents, screenshots, race records, financial records, or other evidence
- Hearing both sides
- Calling witnesses if necessary
- Seeking clarification from Race Officials or Committee Members
- Reviewing KPRF Constitution, Bylaws, race rules, and official records
- Preparing a written recommendation or decision
Abusive conduct, false evidence, witness pressure, non-cooperation, or public defamation during the process may lead to separate disciplinary action.

21.6 Decision of Arbitration / Review Panel:
The Arbitration / Review Panel may recommend one or more of the following:
- Dismissal of complaint
- Correction of record
- Warning or apology
- Return of prize or property
- Financial settlement
- Race result review
- Disciplinary action
- Suspension or restriction
- Referral back to the Managing Committee
- Any fair remedy suitable to the dispute

21.7 Binding Nature of Decision:
Once approved by the KPRF Leadership / Managing Committee, the decision shall be final and binding on the concerned members, participants, officials, and parties.
All members agree to respect the internal dispute resolution process of KPRF.
Any decision under this Article shall be subject to this Constitution and the prevailing laws of India.

21.8 Costs and Expenses:
KPRF may require a complaint fee, protest fee, arbitration fee, or cost deposit for certain disputes, especially where verification, documents, travel, professional advice, or repeated hearings are required.
If the complaint is genuine and upheld, the Committee may refund the fee fully or partly.
If the complaint is false, malicious, frivolous, or intended to disturb KPRF, the fee may be forfeited and disciplinary action may be taken.

21.9 Confidentiality:
All dispute resolution and arbitration proceedings shall be treated as confidential unless officially released by KPRF.
No member shall publish, screenshot, forward, record, or circulate complaint details, evidence, statements, internal discussions, or decisions before official communication.
Violation of confidentiality may be treated as serious misconduct under Article 17.

21.10 Legal Jurisdiction:
If any dispute cannot be resolved internally and requires legal action, the jurisdiction shall be as stated in Article 1.3 of this Constitution.
The courts in Ramanathapuram District, Tamil Nadu, India, shall have exclusive jurisdiction over legal matters connected with KPRF, subject to applicable law.

21.11 Final Authority on Disputes:
The KPRF Leadership / Managing Committee shall have final authority to interpret this Article, decide the dispute resolution method, appoint a review panel, approve decisions, and protect the unity, discipline, reputation, and integrity of the Federation.
Every member and participant shall be deemed to have accepted this dispute resolution process upon joining or participating in KPRF activities.
