22.1 Amendments:
The KPRF Leadership / Supreme Authority shall have the authority to amend, modify, add, remove, clarify, or interpret any part of this Constitution and Bylaws whenever necessary for the proper functioning, protection, discipline, development, or welfare of the Federation.
Amendments may be made for reasons including:
- Improvement of race management
- Protection of pigeon welfare
- Financial discipline
- Legal compliance
- Membership regulation
- Disciplinary control
- Transparency and record keeping
- Open race and club race management
- Long-distance racing development
- Protection of KPRF identity, property, and reputation
Amendments shall take effect immediately upon official communication unless a future effective date is specifically mentioned.

22.2 Authority to Interpret Rules:
If any rule, clause, word, procedure, or race condition requires clarification, the KPRF Leadership / Managing Committee shall have final authority to interpret its meaning and application.
No member shall create a separate interpretation of KPRF rules for personal benefit or to create confusion.
The interpretation issued by the KPRF Leadership / Managing Committee shall be final and binding on all members and participants.

22.3 Emergency Powers:
The KPRF Leadership / Supreme Authority may take any necessary emergency action without waiting for a formal meeting if immediate action is required for:
- Pigeon welfare
- Unsafe weather or liberation conditions
- Race transport issues
- Government or police instructions
- Disease outbreak or quarantine
- Race integrity
- Member safety
- Financial protection
- Disciplinary urgency
- Protection of KPRF property, records, website, forum, or reputation
- Any situation where delay may harm the Federation
Such emergency action should be recorded in writing, digitally or physically, and may be placed before the Managing Committee for record and ratification where practical.

22.4 Temporary Rules & Special Instructions:
KPRF may issue temporary rules, special race instructions, seasonal guidelines, open race conditions, long-distance race instructions, or emergency circulars whenever required.
Such temporary rules and instructions shall have the same binding effect as this Constitution for the period, race, season, or matter for which they are issued.

22.5 Final Authority on Amendments & Emergency Action:
The KPRF Leadership / Managing Committee shall have final authority on all amendments, interpretations, emergency actions, temporary rules, and special instructions.
Every member and participant shall be bound by amendments and emergency decisions once officially communicated through KPRF channels.

ARTICLE 23: INDEMNITY, LIABILITY & INSURANCE
23.1 Indemnity:
No office bearer, committee member, race official, liberation officer, coordinator, volunteer, or authorized representative of KPRF shall be personally liable for any loss, damage, claim, dispute, or consequence arising from any act done in good faith for the benefit, administration, race management, pigeon welfare, or protection of the Federation.
KPRF may indemnify such authorized persons against reasonable legal costs, claims, or expenses arising from official duties performed honestly and in good faith.
This protection shall not apply in cases of fraud, corruption, wilful misconduct, personal misuse of funds, intentional cruelty, criminal act, or deliberate violation of KPRF rules.

23.2 Liability Disclaimer:
All members, participants, handlers, loft owners, and associated persons participate in KPRF activities at their own risk.
KPRF shall not be liable for loss, injury, damage, delay, death, disappearance, or non-return of pigeons arising from:
- Natural racing risks
- Weather conditions
- Predation
- Route difficulty
- Transport delay
- Accidents
- Disease or health issues
- Government orders or restrictions
- Liberation delay or cancellation
- Force majeure events
- Communication failure
- Member negligence
- Any other circumstance beyond reasonable control of KPRF

23.3 Member Responsibility:
Every member is responsible for the health, training, fitness, ownership, transport preparation, race entry, and welfare of their pigeons.
Members must ensure that pigeons entered for KPRF races are healthy, fit, properly rung, correctly entered, and suitable for the race distance.
KPRF shall not be responsible for loss caused by a member’s wrong entry, unfit pigeon, false information, delayed reporting, incorrect contact details, or failure to follow official instructions.

23.4 Force Majeure Protection:
KPRF shall not be liable for failure, delay, cancellation, modification, or non-performance of any race, event, meeting, prize distribution, or official activity caused by force majeure or unavoidable circumstances.
Force majeure may include natural disasters, heavy rain, cyclone, storm, fog, heat wave, pandemic, disease outbreak, transport failure, road closure, accident, government order, police restriction, strike, riot, communication failure, liberation point issue, or any other situation beyond the reasonable control of KPRF.

23.5 Insurance:
KPRF may, at its discretion, take insurance policies for events, transport, equipment, race assets, public liability, or any other Federation purpose.
If insurance is taken, any claim shall be subject to the terms, exclusions, limits, and conditions of the concerned insurance policy.
KPRF shall not be liable for any loss, claim, or damage that is outside the coverage of such insurance policy.

23.6 No Personal Claim Against Officials:
No member or participant shall personally threaten, harass, sue, defame, or make private claims against KPRF officials for official decisions taken in good faith, including race postponement, cancellation, liberation delay, result verification, pigeon rejection, disciplinary action, or emergency decisions.
Any grievance must be raised only through the official dispute resolution process of KPRF.

23.7 Final Authority on Liability Matters:
The KPRF Leadership / Managing Committee shall have final authority to decide matters relating to indemnity, liability, insurance, risk responsibility, official protection, and member claims, subject to this Constitution and the prevailing laws of India.

ARTICLE 24: INTELLECTUAL PROPERTY & MEDIA RIGHTS
24.1 Ownership:
The KPRF name, logo, slogan, emblem, banners, posters, certificates, race data, results, schedules, points tables, photographs, videos, live streams, website content, forum content, documents, publications, designs, and historical records are the exclusive property and intellectual assets of Keelakarai Pigeon Racing Federation.
This includes, but is not limited to:
- KPRF name and short name
- KPRF logo and federation identity
- Official slogan: Every Flight Breaks Limits. Every Return Writes History.
- Race results and historical records
- Member and loft records
- Ring and distance data
- Championship points
- Prize records
- Official photographs and videos
- Website and forum content
- Social media posts and announcements
- Certificates, banners, posters, and digital designs
- Long-distance race records and achievements

24.2 Usage of KPRF Name, Logo & Data:
No person shall use, reproduce, edit, copy, publish, sell, transfer, modify, or create derivative works based on KPRF intellectual property without prior written approval from the KPRF Leadership / Managing Committee.
Unauthorized use is prohibited for:
- Personal promotion
- Commercial gain
- Political activity
- Private club activity
- Misleading public representation
- Fake certificates or documents
- Unofficial race results
- Social media pages or channels
- Merchandise, posters, banners, or advertisements
- Any activity not approved by KPRF
24.3 Media Rights:
By joining KPRF or participating in KPRF races, events, meetings, training tosses, basketing, liberation, prize distribution functions, or public programs, members and participants consent to reasonable use of their name, loft name, image, video, voice, race performance, and achievements for official KPRF purposes.
KPRF may use such media for:
- Race result posts
- Prize distribution announcements
- Website and forum updates
- Social media promotion
- Historical documentation
- Certificates and posters
- News articles
- Federation publicity
- Pigeon racing awareness

24.4 Protection of Race Data:
All race data, timing records, distance calculations, result sheets, ring records, points tables, prize records, and official statistics belong to KPRF.
No member shall alter, manipulate, sell, leak, delete, misuse, or publish official race data without permission.
Unofficial edited results, fake rankings, misleading screenshots, or unauthorized publication of KPRF records shall be treated as serious misconduct.

24.5 Misrepresentation Prohibited:
No person shall falsely claim to represent KPRF or use KPRF branding in a way that creates confusion with the official Federation.
The following are strictly prohibited:
- Fake KPRF pages or groups
- Fake certificates or result sheets
- False official announcements
- Unauthorized use of KPRF logo
- Misuse of KPRF name for collection of money
- False representation to other clubs, authorities, sponsors, or media
- Editing KPRF materials to damage reputation or mislead the public
24.6 Penalty for Unauthorized Use:
Unauthorized use, copying, misuse, alteration, sale, publication, or misrepresentation of KPRF intellectual property may result in:
- Warning
- Removal of content
- Written apology
- Suspension
- Cancellation of membership privileges
- Permanent expulsion
- Recovery of damages
- Public clarification by KPRF
- Legal action where necessary
24.7 Final Authority on Intellectual Property & Media:
The KPRF Leadership / Managing Committee shall have final authority over the use, protection, publication, licensing, correction, removal, and enforcement of all KPRF intellectual property and media rights.
