Preamble:
We, the founding members, hereby establish this supreme governing document for the Keelakarai Pigeon Racing Federation (KPRF).
Our foundation is built on unshakeable integrity, absolute fairness, radical transparency, disciplined race management, and the paramount welfare of the racing pigeon.
This Constitution is the supreme law of the Federation.

ARTICLE 1: FOUNDATIONS
1.1 Name:
The organization shall be named the "Keelakarai Pigeon Racing Federation (KPRF)", herein referred to as "the Federation" or "KPRF".
1.2 Legal Status & Duration:
The Federation shall operate as an unincorporated association or shall be registered as a Society under the Tamil Nadu Societies Registration Act, 1975, at the discretion of the Managing Committee.
It shall operate in perpetuity, governed by this Constitution and Bylaws.
1.3 Jurisdiction:
The exclusive jurisdiction for any legal matters pertaining to the Federation shall be the courts in Ramanathapuram District, Tamil Nadu, India.
1.4 Official Language:
The official language for daily operations is Tamil.
For all legal, interpretive, administrative, and archival purposes, the English version of this Constitution shall be definitive.
1.5 Definitions:
- "The Federation" or "KPRF": Refers to the Keelakarai Pigeon Racing Federation as an organized pigeon racing federation.
- "The Leadership" or "Supreme Authority": Refers collectively to the Permanent President, Founder, and such office bearers as officially recognized by KPRF.
- "The Committee" or "Managing Committee": Refers to the governing body constituted under Article 5.
- "Member": Any individual granted official membership under Article 3.
- "Fancier": Any pigeon racing participant, loft owner, handler, or person associated with the sport of pigeon racing.
- "Race": Any official pigeon race, training race, long-distance race, open race, club race, or special event conducted or recognized by KPRF.
- "Capital Offence": A violation so severe that it may mandate permanent expulsion from the Federation.
