ARTICLE 3: MEMBERSHIP — A PRIVILEGE
3.1 Nature of Membership:
Membership in KPRF is a privilege granted by the Federation, not an automatic right.
This privilege is subject to continuous adherence to this Constitution, Bylaws, race rules, disciplinary rules, and official decisions of the Federation.
Membership may be suspended, cancelled, or permanently revoked for violation of KPRF rules, misconduct, malpractice, disloyalty, or any act that damages the reputation, unity, integrity, or functioning of the Federation.

Membership is personal and strictly non-transferable, non-assignable, and non-heritable.
A member shall not sell, loan, lease, gift, transfer, or assign membership rights, ring allocations, race entries, loft registration, identity card, points, prizes, certificates, or privileges to any other person under any circumstances.
Any attempt to misuse or transfer membership privileges shall be treated as a serious disciplinary offence.

3.7 Membership Register & Identity Cards:
3.8 Duty of Unity, Loyalty & Discipline:
Every member shall actively work to protect the honour, unity, discipline, and reputation of KPRF.
Members must respect the Federation, its leadership, committee, race officials, fellow fanciers, sponsors, guests, and participants.
Forming private sub-groups, cliques, secret communication channels, or unofficial groups for the purpose of gossip, false allegations, spreading misinformation, creating division, encouraging dissent, damaging the Federation, or undermining the Committee is strictly prohibited.
Such conduct shall be treated as a serious disciplinary offence and may result in warning, suspension, cancellation of membership, or permanent expulsion.

3.9 Consequences of Dual Membership or Hidden Affiliation:
Discovery of violation of Clause 3.2, including dual membership, hidden affiliation, false declaration, or active participation with another pigeon racing club within Ramanathapuram District without KPRF approval, may result in the following actions:
3.10 Re-Admission:
A member who resigns, becomes inactive, or is expelled may apply for re-admission only after a mandatory cooling-off period of three (3) years, unless the KPRF Supreme Authority grants special permission.
Re-admission is not guaranteed. It shall require written approval from the Permanent President and Founder, with the Secretary recording the decision officially.
A re-admitted member shall be treated as a new member. Previous seniority, rights, privileges, committee position, points, records, or special status shall not be automatically restored.
KPRF reserves the right to refuse re-admission if the applicant’s previous conduct was harmful to the Federation, its members, race integrity, pigeon welfare, or public reputation.

3.2 Eligibility:
- Membership shall be open only to individual pigeon fanciers aged 18 years and above.
- The applicant must be of sound mind, good character, and must accept the objectives, principles, rules, and discipline of KPRF.
- The applicant must agree to follow this Constitution, Bylaws, race rules, committee decisions, and all official instructions issued by KPRF.
- Absolute Exclusivity Clause — Ramanathapuram District: Any individual holding membership, office, official role, active racing participation, or any form of affiliation with any other pigeon racing club within Ramanathapuram District shall be ineligible for KPRF membership, unless expressly permitted in writing by the KPRF Supreme Authority / Managing Committee. This rule is intended to maintain loyalty, avoid conflicts of interest, and protect the unity and independence of the Federation.
3.3 Application & Vetting Process:
- A prospective member must submit a completed Official Membership Application Form to the President, Founder, Secretary, or Managing Committee of KPRF.
- Mandatory Documentation: A self-attested copy of identity and address proof, including Aadhaar Card or any other document accepted by the Committee, must be submitted for verification.
- The applicant must provide true details regarding name, age, address, contact number, loft location, previous club affiliation, and any other information required by KPRF.
- False information, suppression of facts, fake identity, incorrect loft details, or hidden club affiliation shall be treated as a serious offence.
- The Managing Committee reserves the absolute right to accept, reject, hold, or defer any membership application without being obligated to provide a detailed reason.
3.4 Types of Membership:
- 3.4.1 Ordinary Member: An official KPRF member entitled to participate in eligible club races, training tosses, meetings, announcements, and social events, subject to race rules and payment of applicable fees. Ordinary Members shall not have automatic voting rights in committee decisions unless specifically permitted by the Managing Committee.
- 3.4.2 Managing Member: A member appointed or recognized by the KPRF Leadership / Supreme Authority to serve in the Managing Committee. Managing Members may participate in official decisions, race administration, disciplinary matters, planning, and voting on Federation matters as permitted by this Constitution.
- 3.4.3 Honorary Member: A title conferred by the Managing Committee upon individuals who have rendered exceptional service to pigeon racing, KPRF, or the racing pigeon community. Honorary Members may enjoy participation privileges as decided by the Committee but shall not have automatic voting rights unless expressly granted. Race fee exemption, if any, shall be decided case by case by the Committee.
3.5 Minors & Guardianship:
- Minors under 18 years of age may participate only under the direct responsibility, supervision, and guardianship of a registered adult KPRF member.
- The parent or legal guardian must sign a Liability and Guardianship Undertaking Form before participation is allowed.
- The guardian shall accept full legal, financial, disciplinary, and administrative responsibility for the minor’s participation, conduct, fees, pigeons, race entries, and compliance with KPRF rules.
- All race entries for pigeons owned, handled, or raced by a minor must be registered only in the name of the registered adult guardian.
- KPRF shall not be responsible for any claim, loss, injury, dispute, or liability arising from the minor’s participation.
3.6 Non-Transferability:

3.7 Membership Register & Identity Cards:
- Upon acceptance, each member shall be issued a unique and permanent KPRF Member Identification Number.
- The Secretary shall maintain a confidential digital and/or physical membership register containing member details such as full name, date of birth, residential address, contact number, email ID, identity proof details, loft address, loft GPS coordinates where applicable, membership status, and Member ID.
- KPRF may issue an official Photo Identity Card, membership certificate, or digital membership record bearing the member’s name, ID number, photograph, and validity period.
- The member must present the KPRF identity card, certificate, or official proof of membership whenever requested by the Committee, race officials, or authorized representatives.
- Any change in address, contact number, loft location, ownership, or other important details must be informed to the Secretary immediately.

Discovery of violation of Clause 3.2, including dual membership, hidden affiliation, false declaration, or active participation with another pigeon racing club within Ramanathapuram District without KPRF approval, may result in the following actions:
- Immediate suspension pending inquiry.
- Permanent cancellation of KPRF membership.
- Nullification of Membership: The membership may be declared void from the beginning if obtained through false information or suppression of facts.
- Cancellation of Benefits: Prizes, points, titles, certificates, trophies, rankings, or benefits obtained during the period of violation may be cancelled or removed from KPRF records.
- Return of Awards: The member may be required to return cups, trophies, certificates, prize money, or other benefits received from KPRF.
- Further Action: KPRF reserves the right to take any lawful action necessary to protect the Federation, recover awards, and preserve the integrity of official records.
3.10 Re-Admission:
A member who resigns, becomes inactive, or is expelled may apply for re-admission only after a mandatory cooling-off period of three (3) years, unless the KPRF Supreme Authority grants special permission.
