ARTICLE 5: GOVERNANCE & THE MANAGING COMMITTEE

5.1 Composition:
The executive authority, administration, race management, disciplinary control, and official decision-making power of KPRF shall be vested in the Managing Committee.

The Managing Committee may comprise the following office bearers and members:
  • Permanent President
  • Founder
  • Vice-President, if appointed
  • Secretary
  • Treasurer
  • Executive Members / Managing Members, appointed or recognized by the KPRF Leadership
  • Race Officials / Coordinators, appointed for specific races, seasons, duties, or events
The number of Managing Members, Executive Members, and Race Officials may be increased, reduced, replaced, or restructured by the KPRF Leadership / Supreme Authority according to the needs of the Federation.

5.2 Supreme Authority of the Leadership:
  • The Permanent President and Founder shall jointly hold the highest executive, administrative, disciplinary, and policy-making authority over KPRF.
  • Permanent President: Syed Ibrahim is designated as the Permanent President of KPRF. His position, authority, and leadership shall be respected as permanent, unless prevented by death, permanent incapacity, resignation, or any situation recognized by the Supreme Authority / Managing Committee.
  • Founder: Mohamed Nayeem is recognized as the Founder of KPRF and shall hold permanent founding authority in relation to the identity, vision, continuity, records, structure, and official development of the Federation.
  • The Leadership shall have the power to guide, control, protect, and regulate all matters relating to KPRF, including membership, race conduct, finance, discipline, records, schedules, public communication, and official representation.
  • All members, officials, race participants, and committee members shall be bound by the decisions of the KPRF Leadership / Supreme Authority, subject to this Constitution and the prevailing laws of India.

5.3 Powers of the Leadership / Supreme Authority:
The KPRF Leadership / Supreme Authority shall have the power to:
  • Admit, reject, suspend, remove, or permanently expel any member, subject to proper recording of reasons where required.
  • Appoint, remove, replace, suspend, or restructure Committee Members, Executive Members, Race Officials, Coordinators, and other office bearers.
  • Frame, amend, interpret, enforce, or clarify the Constitution, Bylaws, race rules, membership rules, disciplinary rules, and administrative policies of KPRF.
  • Fix, change, postpone, cancel, or modify race dates, race points, liberation points, tagging dates, board timings, entry fees, prize systems, points systems, and race conditions.
  • Approve or reject race participation, open race entries, club entries, loft registration, ring registration, and member eligibility.
  • Take urgent or emergency decisions in the interest of pigeon welfare, weather safety, race integrity, member safety, federation reputation, or smooth administration.
  • Approve official announcements, public statements, forum posts, website updates, social media updates, certificates, invitations, and federation communications.
  • Protect the name, logo, slogan, website, records, race history, certificates, trophies, data, and intellectual property of KPRF.
  • Decide all disciplinary matters including warnings, fines, suspension, race disqualification, cancellation of points, cancellation of prizes, membership removal, and permanent expulsion.

5.4 Finality of Decisions:
All official decisions of the KPRF Leadership / Supreme Authority and Managing Committee shall be final and binding on all members, participants, race officials, and affiliated persons.

No member shall have the right to unilaterally demand changes to membership status, rules, race dates, fees, results, points, prizes, committee decisions, or federation policies.

Any appeal, review, or reconsideration shall be submitted only through the official procedure prescribed by KPRF and shall be subject to the final decision of the Leadership / Supreme Authority, in accordance with this Constitution and the prevailing laws of India.

5.5 Powers in Absence:
In the temporary absence or unavailability of the Permanent President, the Founder may exercise necessary administrative and executive powers for the smooth functioning of KPRF.

If both are unavailable, they may jointly authorize the Secretary, Treasurer, Executive Member, or any senior Managing Member in writing to act on their behalf for a specific duty, purpose, race, event, or period.

Such temporary authority shall not create permanent power, ownership, leadership status, or independent control over KPRF.

5.6 Roles and Responsibilities:
  • Permanent President: Provides supreme leadership, final guidance, disciplinary authority, race policy direction, and overall protection of KPRF’s unity, dignity, and integrity.
  • Founder: Protects the founding vision, official identity, records, website/forum development, long-distance racing vision, federation structure, announcements, and historical continuity of KPRF.
  • Vice-President, if appointed: Assists the Leadership in administration, member coordination, race planning, dispute handling, and other duties assigned by the Permanent President and Founder.
  • Secretary: Responsible for official records, meeting minutes, member register, notices, race documents, internal and external communications, announcements, correspondence, and maintenance of official files.
  • Treasurer: Responsible for financial records, collections, receipts, payments, banking operations, race accounts, prize records, asset records, and financial reports. The Treasurer shall maintain clear and accurate accounts under the supervision of the Leadership / Managing Committee.
  • Executive Members / Managing Members: Assist in race operations, member coordination, discipline, basketing, verification, transport, event arrangements, communication, and other duties assigned by the Leadership / Committee.
  • Race Officials / Coordinators: Perform specific race duties such as basketing, clock checking, liberation coordination, ring verification, result checking, transport handling, and reporting as assigned by KPRF.

5.7 Terms, Continuity & Vacancies:
Committee Members, Executive Members, Race Officials, and Coordinators shall serve at the discretion of the KPRF Leadership / Supreme Authority based on trust, performance, dedication, discipline, integrity, and service to the Federation.

Any vacancy, resignation, removal, inactivity, misconduct, or incapacity may be filled or addressed by appointment, replacement, or restructuring by the Permanent President and Founder.

No committee position shall create personal ownership, permanent entitlement, inheritance right, or independent authority over KPRF.

5.8 Accountability of Committee Members:
All Committee Members and officials must act in the best interest of KPRF, maintain confidentiality where required, avoid conflicts of interest, protect race integrity, respect pigeon welfare, and follow the directions of the Leadership.

Misuse of position, abuse of authority, financial irregularity, manipulation of records, favouritism, groupism, leakage of confidential matters, or conduct damaging to KPRF may result in immediate removal from office and disciplinary action.

5.9 Committee Decisions & Records:
Important decisions relating to membership, finance, race schedules, disciplinary action, appointments, removals, amendments, results, prizes, and official policies shall be recorded in writing, digitally or physically, by the Secretary or authorized official.

Such records shall form part of the official administrative history of KPRF.
