ARTICLE 12: RACE MANAGEMENT, OFFICIALS & RESULTS
12.1 Race Management Committee (RMC):
KPRF may appoint a Race Management Committee for each season, race series, special race, open race, club race, training toss, or long-distance event.
The Race Management Committee shall be appointed by the KPRF Leadership / Managing Committee.
Members of the RMC should be experienced, neutral, disciplined, trustworthy, and committed to fairness, pigeon welfare, and transparent race management.

12.2 Appointment & Removal of Race Officials:
The KPRF Leadership / Managing Committee may appoint race officials for specific duties, races, seasons, training tosses, or events.

12.3 Liberation Report:
For every official race or training toss, the Liberation Officer or authorized official should record a liberation report wherever practical.

12.4 Result Declaration Protocol:
KPRF may publish provisional results and final results according to its official race procedure.
Provisional Results:
Provisional results may be announced after clock verification, ETS data collection, manual time checking, or receipt of required race proof.
Such results must be treated as subject to verification and may be corrected, modified, withheld, or cancelled if errors, objections, irregularities, or rule violations are found.
Verification Process:
Before final approval, the RMC / Result Officials may verify:
Final results shall be issued only after verification and approval by the KPRF Leadership / Managing Committee or authorized Result Officials.
Once published officially, final results shall be binding on all members and participants, unless the Managing Committee later discovers a genuine error, fraud, manipulation, or valid ground for correction.

12.5 Objections & Protests:
Any member who has a genuine objection regarding provisional results, timing, distance, ring details, eligibility, basketing, liberation, or race procedure must submit the objection in writing through the official KPRF channel.
An objection should include:
A protest fee may be fixed by KPRF. If the objection is upheld, the Committee may refund the protest fee. If the objection is false, malicious, careless, or intended to disturb the Federation, the fee may be forfeited and disciplinary action may be taken.

12.6 Correction of Results:
KPRF reserves the right to correct any result if a genuine mistake, calculation error, wrong distance, wrong ring entry, timing error, typing error, eligibility issue, or fraud is discovered.
Corrections may be made even after publication if required to protect the accuracy and integrity of official records.
Any correction shall be recorded and, where necessary, communicated through official KPRF channels.

12.7 Race Records & Archiving:
All important race records shall be preserved in physical or digital form wherever practical.

12.8 Integrity of Race Data:
All race data, timing data, result sheets, distance records, ring records, and official documents are the property of KPRF.
No member shall alter, edit, manipulate, hide, destroy, misuse, leak, or publish race records without permission.
Creating fake results, edited result sheets, misleading screenshots, false timing records, or unofficial rankings shall be treated as serious misconduct.

The KPRF Leadership / Managing Committee shall have final authority over:

12.10 Final Race Management Authority:
Every participant entering a KPRF race shall be deemed to have accepted the authority of the Race Management Committee, Race Officials, Result Officials, Managing Committee, and KPRF Leadership.
The final decision in all race management and result matters shall rest with the KPRF Leadership / Managing Committee, subject to this Constitution and the prevailing laws of India.

- Ensure proper clocking, timing, and result verification procedures
- Verify loft coordinates, race distances, liberation point details, and timing data
- Compile, check, and submit race results for official approval
- Record complaints, objections, irregularities, and race incidents
- Protect race integrity, pigeon welfare, and fairness for all participants
- Verify loft coordinates and race distance records
- Inspect pigeons, rings, chips, baskets, seals, clocks, and race documents
- Reject sick, unfit, doubtful, wrongly entered, or ineligible pigeons
- Recommend disqualification of pigeons, entries, or members where rules are violated
- Immediately report suspected fraud, cheating, malpractice, or misconduct to the KPRF Leadership / Managing Committee
- Recommend postponement, cancellation, correction, or review of race results where necessary

The KPRF Leadership / Managing Committee may appoint race officials for specific duties, races, seasons, training tosses, or events.
Race officials may include:
- Race Controller: Overall coordinator responsible for managing race procedures, communication, and operational discipline.
- Liberation Officer: Responsible for safe liberation at the race point. The Liberation Officer shall record the liberation location, liberation time, weather condition, visibility, wind, rain, route safety, and any other important release details.
- Basketing Officer: Responsible for supervising pigeon acceptance, entry checking, basket allocation, basket closing, and discipline at the basketing station.
- Ringing / Chip Verification Officer: Responsible for checking ring numbers, chip numbers, ownership, eligibility, and proper recording of race entries.
- Sealing Officer: Responsible for ensuring that baskets, crates, clocks, or other race materials are properly sealed according to KPRF procedure.
- Time Verifiers: Responsible for synchronization, sealing, opening, checking, and verification of timing devices, manual clocks, ETS data, arrival times, and timing proof.
- Result Officials: Responsible for preparing, checking, calculating, verifying, and submitting provisional and final race results.
- Transport Coordinator: Responsible for coordinating safe transport, basket loading, route communication, pigeon safety, and reporting to the Committee.
- Reject sick, injured, weak, unfit, or doubtful pigeons
- Stop or delay basketing if rules are violated
- Refuse late entries or unpaid entries
- Report suspicious rings, doubtful ownership, false entries, or misconduct
- Secure race records, baskets, clocks, seals, and documents
- Take immediate practical steps to protect pigeon welfare and race integrity

12.3 Liberation Report:
For every official race or training toss, the Liberation Officer or authorized official should record a liberation report wherever practical.
The liberation report may include:
- Race name and race number
- Liberation point / race spot
- GPS location, where available
- Date and exact liberation time
- Weather condition
- Wind direction and strength, if available
- Visibility and sky condition
- Number of pigeons liberated
- Number of baskets or crates
- Any delay, hold, route issue, or special observation
- Name and confirmation of the Liberation Officer

12.4 Result Declaration Protocol:

Once published officially, final results shall be binding on all members and participants, unless the Managing Committee later discovers a genuine error, fraud, manipulation, or valid ground for correction.

12.5 Objections & Protests:

- Clear explanation
