ARTICLE 18: COMMUNICATION & NOTICES

18.1 Purpose of Notices:
KPRF shall issue official notices for meetings, race schedules, tagging dates, liberation dates, board timings, entry deadlines, fee details, result announcements, disciplinary matters, rule changes, prize distribution, and any other important Federation matter.

All members and participants are responsible for reading, understanding, and following official notices issued by KPRF.

18.2 Notice Periods:
Unless otherwise decided by the KPRF Leadership / Managing Committee, the following notice periods may apply:

• General Meetings: Seven (7) days’ notice wherever practical.
• Annual General Meeting: Seven (7) days’ notice wherever practical.
• Special General Meetings: Reasonable notice depending on urgency.
• Emergency Meetings: Twenty-four (24) hours’ notice may be sufficient.
• Urgent Race Matters: Immediate notice may be issued where weather, transport, pigeon welfare, liberation, government direction, or emergency race management requires urgent action.

In emergency situations, the KPRF Leadership / Managing Committee may take immediate decisions without waiting for the normal notice period, if such decision is necessary for pigeon welfare, race integrity, safety, or protection of the Federation.

18.3 Official Communication Channels:
KPRF notices and official communications may be delivered through any approved channel, including:

• Official KPRF WhatsApp group
• Official KPRF Telegram group, if used
• Registered email ID
• SMS to registered mobile number
• Phone call from authorized official
• Written circular
• Official KPRF forum / website
• Public notice at meeting or basketing place
• Any other channel approved by the KPRF Leadership / Managing Committee

Any communication issued through an approved KPRF channel shall be treated as official.

18.4 Deemed Service of Notice:
A notice shall be deemed to have been served once it is sent through any official KPRF communication channel to the member’s registered contact details or posted in the official KPRF group, forum, or website.

Unless there is clear proof of technical failure, a notice shall be treated as received within twenty-four (24) hours of being sent or posted.

For urgent race matters, notice may be treated as effective immediately upon posting in the official KPRF communication channel.

18.5 Member Responsibility to Update Contact Details:
Every member must keep their mobile number, WhatsApp number, email ID, residential address, loft address, and other contact details updated with the Secretary / Managing Committee.

KPRF shall not be responsible if a member fails to receive a notice due to:

• Changed phone number
• Changed WhatsApp number
• Changed email ID
• Incorrect address
• Phone switched off
• Internet issue
• Leaving or muting official group
• Blocking KPRF officials
• Failure to check messages
• Any outdated or incorrect information provided by the member

Failure to receive a notice due to the member’s own negligence shall not invalidate any KPRF decision, race schedule, meeting, result, disciplinary action, or official announcement.

18.6 Validity of Digital Notices:
Digital notices sent through WhatsApp, Telegram, SMS, email, website, forum, PDF, image poster, or digital circular shall be valid and binding.

A screenshot, message record, forum post, website post, email record, or digital proof of posting may be accepted as evidence that notice was issued.

No member shall reject a valid notice merely because it was issued digitally.

18.7 Urgent Race Updates:
Race-related updates may be issued at short notice due to practical conditions.

Such updates may include:

• Change of tagging time
• Change of basketing place
• Change of liberation time
• Weather delay
• Race postponement
• Race cancellation
• Transport update
• Board timing clarification
• Result verification deadline
• Emergency instruction from Race Officials

Members must regularly check official communication channels during the racing season.

Failure to check official updates shall not be accepted as an excuse.

18.8 Unauthorized Notices:
Only notices issued by the Permanent President, Founder, Secretary, Treasurer, Managing Committee, Race Officials, or authorized KPRF representatives shall be treated as official.

Unofficial messages, rumours, private opinions, edited screenshots, forwarded messages, or statements from unauthorized persons shall not be treated as official KPRF notices.

Members must verify important information only through official KPRF channels.

18.9 Misuse of Notices & Communication:
No member shall edit, alter, misuse, misrepresent, delete, hide, or circulate false versions of KPRF notices.

Creating fake notices, fake race charts, fake result announcements, fake fee details, or misleading communication in the name of KPRF shall be treated as serious misconduct.

Such actions may lead to disciplinary action under Article 17.

18.10 Final Authority on Notices:
The KPRF Leadership / Managing Committee shall have final authority to decide whether a notice was properly issued, whether communication was valid, and whether any urgent action was justified.

All members and participants shall be bound by official KPRF notices and communications.
